Toward an Auditory Turn in Public Cultural Services: Sound, Participation, and Public Value in the Digital Age

Abstract
Digital media have intensified the presence of sound in everyday cultural life. Podcasts, audiobooks, immersive audio, and participatory sound practices have diversified the ways in which publics encounter cultural content, experience space, construct memory, form affective connections, and participate in collective life. These developments invite renewed attention to the sensory assumptions underlying public cultural provision, particularly the enduring prominence of visual modes of exhibition, communication, and engagement.
This article develops the concept of an auditory turn in public cultural services to examine how sound may reshape cultural participation and the production of public value. Drawing on sound studies, auditory culture, media theory, and arts management, it approaches sound simultaneously as an aesthetic medium, an embodied mode of experience, and a form of social and cultural participation. Particular attention is given to the ways public sound practices generate meaning through listening, spatial experience, sonic narrative, cultural memory, and collective engagement.
The article proposes an analytical framework organized around three interconnected dimensions: aesthetic production, social function, and organizational practice. Through this framework, it considers how public cultural institutions curate auditory experience, engage communities, preserve and activate sonic memory, and coordinate relationships among institutions, artists, technologies, and publics. The concept of an auditory turn therefore extends beyond changes in media format or technological infrastructure to questions of sensory organization, institutional practice, and cultural participation. By bringing auditory culture into dialogue with research on public cultural services, this study seeks to advance a multisensory and socially responsive account of cultural provision in the digital age.

数字媒介的发展不断强化声音在日常文化生活中的存在。播客、有声书、沉浸式音频与参与式声音实践拓展了公众接触文化内容、感知空间、建构记忆、形成情感联结以及参与集体生活的方式。这一变化也促使公共文化服务重新审视其长期形成的感官组织方式,尤其是以视觉展示、空间陈列与观看经验为主导的文化供给逻辑。
本文以公共文化服务的“听觉转向”为核心概念,探讨声音如何介入文化参与及公共价值的生成过程。研究结合声音研究、听觉文化、媒介理论与艺术管理的相关讨论,将声音置于审美媒介、具身经验与社会文化参与的交汇处,重点考察公共声音实践如何通过聆听、空间体验、声音叙事、文化记忆与集体参与生成意义,并由此拓展公众与文化机构、地方空间及社会生活之间的关系。
在此基础上,本文从艺术生产、社会功能与组织实践三个相互关联的维度构建分析框架,进一步讨论公共文化机构如何策划听觉经验、连接公众社群、保存并激活声音记忆,以及协调机构、艺术家、技术与公众之间的关系。“听觉转向”由此涉及媒介形式、感官组织、制度实践与文化参与等多个层面的协同变化。通过建立听觉文化研究与公共文化服务研究之间的理论联系,本文旨在拓展数字时代公共文化供给的研究视野,并探索更具多感官性、参与性与社会回应能力的公共文化实践。
